摘要： 随着城镇供热市场化改革不断深入,城镇供热PPP项目越来越多,但现行的成本加成价格管制政策严重阻碍了城镇供热企业的效率改进。本文从城镇供热行业技术经济特征出发,探讨适合城镇供热PPP模式的激励性价格管制政策。作为一种模拟竞争机制,标杆价格管制政策能激励城镇供热企业努力改进生产效率,而城镇供热PPP标杆价格管制政策的有效实施需具备识别企业异质性、确定企业效率改进期限、完善财政补贴机制和规范企业成本监审等四个基本条件。

Abstract: With the development of market-oriented reform of urban heating, more and more PPP projects have appeared, but the current cost-plus pricing method has seriously hindered the efficiency improvement of PPP enterprises in urban heating. This paper discusses the appropriate methods of price regulatory policy for urban heating PPP mode. It is found that the benchmark price regulatory policy can motivate the urban heating enterprises to improve productivity as a simulated competitive mechanism. Meanwhile, four conditions are required in the implementation of the benchmark price regulatory policy of urban heating enterprise under the PPP mode: distinguishing the heterogeneity of urban heating enterprises, determining the periods of improving the productivity, improving the finance subsidy mechanism and regulating the supervision and the investigation into the cost of urban heating enterprises.
