Abstract: The difference between taxi and tailored taxi is the latter isn’t been supervised by government.We can analyze the reform of taxi and the feature of tailored taxi from the supervise of taxi.We explain the entry regulation of taxicab from the self-executing contract,then we built a principal-agent model including quantity control,supervision cost,multi-level,explain the effect of technical innovation on industry size from the optimal quantity , as well as the relation of quantity control and business model of domestic taxicab. And then we explained the rapid development of tailored taxi,analyzed the present regulation policy,offered a proposal that the regulation emphasis of tailored taxi should be increasing the opportunity costs of driver’s speculative action.
摘要: 专车受到非议的原因在于出租车受到政府监管而专车没有,政府为何对出租车行业进行监管?由此问题切入可以对出租车行业改革和专车发展进行分析。本文首先从可自我执行契约的角度对政府的出租车数量管制行为进行解释,然后建立一个包含管制数量、监管成本、代理层级的委托代理模型,从政府最优管制数量的角度,解释技术创新对行业规模的影响,以及国内的出租车经营模式与管制数量间的关系。此外,本文还分析了专车迅猛发展的原因,对政府专车规制的政策进行分析和建议,提出设法提高专车司机投机的机会成本应当成为规制政策的重点。
