Abstract: The application of internet technology has broken the form of organization of the traditional taxi market, and the organizational evolution has achieved from the administrative monopoly to oligopoly. As a result, oligopolistic competitionamong the platform-like tycoons will increasingly emerge in the taxi market. Based on the deductive logic of “technological innovation-market evolution-optimizing supervision”, this article analyzes the reconstruction of the supervision model for the taxi market in the context of “internet plus”. It is suggested that in the future the old regulatory ways be abandoned of separating the commercial activities in the taxi market. And at the same time a new system should be established, in which various kinds of commercial activities would be unified, with the important roles of the taxi platform-company taken into full consideration. Finally, the embedded two-layer supervision model should be implemented involving the government and platform.

摘要： 互联网技术的应用打破了传统出租车市场的组织形态,实现行政性垄断向寡头垄断的组织演化,出租车市场日益呈现平台型企业巨头之间的寡头竞争格局。本文根据“技术创新-市场演化-监管优化”的演绎逻辑,分析“互联网+”背景下出租车市场监管模式的重新建构,认为未来出租车市场的监管应放弃出租车业态相互割裂的监管思维,建立各种业态统一的出租车监管体系,充分考虑平台型出租车企业的重要作用,实行“政府-平台”双层嵌入式监管模式。
