Abstract: The reform of the administrative examination and approval system implemented by local governments is an important breakthrough for the transformation of government functions and the simplification and decentralization of government in recent years. This paper, based on the innovation index data which distinguish the difference of patent value between different ages and the date of establishment of the city administrative examination and approval center collected by hand, applies the multi-period difference-in-difference model to conduct an empirical study of the impact of the administrative examination and approval system reform on China's urban innovation. The results of the study are as follows: Firstly, the reform of the administrative examination and approval system has a significant positive effect on promoting the level of urban innovation in general, and the positive effect increases with time. Secondly, the innovative environment of the city itself has a strong restrictive effect on the innovation effect of the administrative examination and approval system reform. Thirdly, further research finds that the level of the urban economic development, financial development, openness to the outside world and the level of the human capital are the key elements of the urban innovation environment in China, and play a significant positive regulatory role in the innovation effect of the administrative examination and approval system reform. The research of this paper has certain enlightenment significance for local governments to promote high-quality economic development through institutional innovation.

摘要： 本文以我国近年来正在推行的行政审批制度改革为切入点,探究制度创新与科技创新之间的互动关系。基于区分不同年龄专利价值差异的创新指数及手工收集的城市行政审批中心的成立时间数据,利用多期双重差分模型进行实证检验。研究结果表明,行政审批制度改革总体而言对提升城市科技创新水平具有显著的积极效应,且该积极效应随着时间的推移而增强;城市本身的创新环境对行政审批制度改革创新效应的发挥具有较强的约束作用;进一步地,城市居民生活水平、金融发展水平、对外开放度及人力资本水平等均为构成我国城市创新环境的关键要素,并对行政审批制度改革创新效应的发挥具有显著的正向调节作用。上述结论对地方政府如何通过体制机制创新来促进经济高质量发展具有一定的启示意义。
