中国省级污染偏好与工业环境技术效率研究

Abstract: Based on the provincial panel data of China from 2004 to 2015, this paper uses the DEA directional distance function method to compare the differences of industrial environmental technical efficiency in different years and provinces where different pollutants are taken as unexpected output. Findings of the empirical study are as follows: the eastern regions have been in the forefront of industrial environmental technical efficiency for a long time where there is no pollution preference, and the cost of potential pollution emissions is far higher than that of central and western provinces; the industrial environmental technical efficiency of central provinces varies with the selection of pollutants, and there exists pollution preference; However, the technical efficiency of industrial environment in the western regions has shown a trend of gradual deterioration. Therefore, it is necessary to formulate environmental policies in light of local conditions and strengthen regional and pollutant coordination to achieve emission reduction goals.

摘要: 本文使用2004~2015年中国省级面板数据,运用DEA方向性距离函数方法,比较不同年份和不同省份以不同污染物作为非期望产出时工业环境技术效率的差异。研究结果发现,不同地区省份的工业环境技术效率不一样,污染偏好存在差异,东部沿海省份长期处于工业环境技术效率的前沿,不存在污染偏好且潜在的污染排放成本远高于中西部地区省份;中部地区省份的工业环境技术效率随污染物的选取而异,存在污染偏好;西部地区省份的工业环境技术效率具有逐渐恶化的趋势。因此,需制定因地制宜、区域协同与污染物协同的环境政策,以实现减排目标。
