财政分权对区域技术创新影响的空间计量分析

Abstract: Fiscal decentralization affects the allocation and efficiency of financial resources by adjusting the relationship between the central and local governments, and also leads to the change of governments' biased behavior, which would have an impact on regional technological innovation. This paper first theoretically analyzes the mechanism through which fiscal decentralization works on regional technological innovation and examines the spillover effects of innovation and government behavior. It then use the spatial Durbin model based on the panel data of 257 prefecture-level cities from 2008 to 2018 to empirically study the fiscal revenue decentralization as the key explanatory variable. The results show that the positive spillover effect of the technological innovation is significant. Fiscal decentralization in one region plays a negative role on technological change while the public innovation preference in this region has a positive impact. By contrast, the fiscal decentralization in the neighboring areas of one region will restrain the region's technological innovation.

摘要: 财政分权通过调整中央与地方的权力关系,很大程度上决定了财政资源的配置方式与效率,还会引起政府偏向性行为的变化,进而会对区域的技术创新产生重要的影响。本文从理论上分析了财政分权对区域技术创新的影响路径,并考虑创新及政府行为的外溢效应,基于2008~2018年的257个地级市面板数据,构建空间杜宾模型,将财政收入分权作为核心解释变量进行实证分析。结果发现,技术创新的正向外溢效应明显,本区域的财政分权会抑制技术创新水平提升,但本区域的政府创新偏好可以促进技术创新;而周边地区的财政分权水平提高会抑制本区域的技术创新。
