Abstract: This study constructs a decision-making model to analyze the influence of associated incentive on individual moral behavior. It finds that due to the obstacles and lag of behavior information transmission, individuals will make moral decisions according to the state of social network, and a stable social network will help to improve the moral supply level of behavior subjects. This paper then simulates the evolution of group behavior in the context of social network changes and third-party governance intervention in urban-rural transition through agent-based modeling. The simulation results show that when the social network is in different types, there are obvious differences in the moral level and evolution path of individual behavior. In the process of urban-rural transformation, the social network is divided into two parts, which are negative incentives for the lack of reputation mechanism. After the introduction of third-party governance, the behavior evolution of social groups has accelerated significantly, showing a strong corrective effect, but it hasn't significantly improved the average moral level of social groups. The intergenerational evolution of social group behavior and the overall moral level will reach a better condition through precise rewards and punishments and fine governance. research offers an economic explanation from evolutionary perspective for the changes of moral order in the period of urban-rural transformation, and also provides a theoretical support for the refinement of social governance.
