Abstract: With the continuous improvement of China's environmental regulation level, how environmental regulation affect employment is a forgotten but very worth exploring topic. Based on the 1999-2014 provincial panel data as samples, build dynamic panel model introducing industrial structure, technological progress and FDI as intervening variables, and analyze the role of influence path of environmental regulation on employment based on the perspective of mediation effect。studies have shown that environmental regulation not only have a direct effect on employment, also indirectly influence the employment through the three intermediary variables。This study has important significance to achieve the goal of environmental protection and employment double dividend: government should adopt the appropriate intensity of environmental regulation and appropriate environmental regulation tools reverse transmission and upgrade of industrial structure, and should not only attach great importance to the development of manufacturing technology progress also should pay attention to pollution type of technological progress of incentive. Government should develop the environmental protection industry, stabilise the quantity of FDI and optimize the structure of FDI, and promote domestic enterprises absorb and learn ability to better get anti-pollution technology spillover effect promoting employment.
