摘要： 本文利用2001~2013年的中国省际数据,利用基于相对剥夺理论的改进的Yitzhaki指数来测度地方财政科技支出的空间非均衡,在考虑空间因素前提下,采用空间杜宾模型对地方财政科技支出空间非均衡的影响进行实证分析,研究结果表明,个体相对剥夺与财政科技支出成反比;地方经济发展水平与本地区个体相对剥夺之间存在显著的“倒U型”的直接效应,科技人员规模、地区竞争程度、科技财政分权与本地区个体相对剥夺之间均存在显著的负向直接效应;与此同时,科技人员规模、地区竞争程度对相邻地区个体相对剥夺产生显著的负向溢出效应,科技财政分权对相邻地区个体相对剥夺产生显著的正向溢出效应。

Abstract: Using Chinese provincial data from 2001 to 2013,this paper employs the Yitzhaki index improved on the theory of relative deprivation for spatial inequality to examine the spatial inequality of local fiscal expenditure on science & technology and makes use of the spatial dubin model to conduct an empirical study of its influence. The results are as follows: the individual relative deprivation is inversely proportional to the fiscal expenditure on science & technology; there is a significant inverted U relationship between the local economic development level and the individual relative deprivation within the region; the scale of Science & technology personnel,the degree of regional competition,and the fiscal decentralization all have a significant negative effect on the region's individual relative deprivation; at the same time,the scale of Science & technology personnel and the degree of regional competition have a significant negative spillover effect on the relative deprivation of adjacent areas,whereas the fiscal decentralization has a significant positive spillover effect on individual relative deprivation in adjacent areas.
