环境规制、绿色技术效率与污染密集型行业转移

Environmental Regulation,Green Technical Efficiency and Pollution-intensive Industries Transfer

摘要: 本文以转移合理度为指标对污染密集型行业转移进行重新界定和测算,基于数理模型的分析结论,运用我国30个省2001~2014年数据构建面板门限模型及动态空间计量模型,以实证检验环境规制及绿色技术效率对我国污染密集型行业转移的影响。研究结果表明,污染密集型行业转移存在绿色技术效率的门限效应,当绿色技术效率较低时,环境规制和绿色技术效率的提升并不能促进污染密集型行业转移;当绿色技术效率水平达到门槛值以上时,绿色技术效率和环境规制则对污染密集型行业的转移产生显著的直接和间接促进作用。

Abstract: Based on the mathematical model results and using the panel data of 30 provinces in China during 2001~2014, this paper builds threshold and dynamic spatial econometric models to test the influence of green technical efficiency and environmental regulation on pollution-intensive industries transfer.The results show that the pollution intensive industry transfer has threshold effect of the green technical efficiency.If green technology is of low efficiency, environmental regulation and green technical efficiency cannot promote the pollution-intensive industry transfer, and when the level of green technical efficiency is above the threshold, green technical efficiency and environmental regulation will directly and indirectlypromote the transfer of pollution-intensive industries.
