Abstract: Credibility is an important source of the legitimacy of modern government governance, and it is promoted to a great extent based on perception evaluation. Using the Mining method based on the theme of literature and with the promotion of government trust as the core clue, this paper conducts a systematic review of the relevant literatures on the content, the application field, the mechanism and method, the defects and the development trend of public perception evaluation at home and abroad over the past half a century, makes a comparative analysis of the academic cognitive differences in the public perceived value and the way of its acquisition in the new public administration-new public management-new public service paradigm evolution, and finally sums up an academic evolution logic of “public perception evaluation value-government process reengineering-the promotion of government trust”. This paper is an attempt to explore the evolution of the academic paradigm with a single topic.
