如何对冲房产税改革冲击?——基于政策组合视角的模拟分析

How to Hedge the Property Tax Reform Shock?——Simulation Analysis from the Perspective of Policy Combination

摘要: 在“促改革”和“稳增长”的前提下,如何减轻房产税改革对宏观经济的负面影响,成为下一步改革所面对的主要困境。利用动态随机一般均衡(DSGE)模型,首先模拟分析房产税改革所形成的冲击对宏观经济波动的影响,然后从政策组合视角寻找合适的方案,对冲改革冲击对宏观经济波动的影响。研究结果表明:房产税改革冲击会使得消费、投资和产出等宏观经济变量向下波动,且制定的税率越高,冲击影响的幅度越大,持续时期越长。通过对政策组合的进一步模拟分析,发现当房产税改革与宽松的利率政策相匹配时,房产税改革冲击对宏观经济波动的负面影响将被有效对冲。采取合适的政策组合,可以为房产税改革构建一个有利的外部环境。

Abstract: Under the premise of “promoting reform” and “steadying growth”, how to reduce the negative impact of the property tax reform on the macro economy has become a major problem of further reform. This paper first uses the dynamic stochastic general equilibrium (DSGE) model to simulate and analyze the impact of the shock formed by the property tax reform on macroeconomic fluctuation, and then, from the perspective of policy combination, searches for appropriate solutions to hedge against the negative impact of the shock. The results show that the property tax reform shock will make macroeconomic variables such as consumption, investment and output fluctuate downward and the higher the tax rate, the greater the impact and the longer the duration. Through further simulation analysis of the policy combination, we find that when the property tax reform matches the loose interest rate policy, the negative impact of the property tax reform on macroeconomic fluctuations will be effectively hedged. It shows that the proper combination of policies can build a favorable external environment for the property tax reform.
