摘要/Abstract

摘要： 中国在2008年开始试行国家重点生态功能区转移支付政策,以通过集权倾向的措施解决环境分权治理产生的不利影响,促进地区协调发展。为研究这一指定用途的转移支付机制与当前分权体制是否协调,本文对政策的制度变迁和特征事实进行了梳理,在分权体制框架下探讨了其中的影响机制。通过理论分析和实证检验发现,转移支付达到了促进地区协调发展的目标,对生态环境保护和公共服务供给存在激励效应;转移支付机制与分权体制还存在改善的空间,环境分权对政策效果有促进作用,而财政分权抑制了政策效果的发挥。

Abstract: In 2008, China began to pilot the transfer payment policy for key ecological function areas in order to solve the adverse effects of decentralized environmental governance and promote coordinated regional development through centralized tendencies. In order to study whether this designated transfer payment mechanism is compatible with the current decentralization system, this paper combs the institutional changes and characteristics of the policy, and explores the impact mechanism under the decentralization system framework. Through theoretical analysis and empirical test, it is found that the transfer payment policy achieves the goal of promoting regional coordinated development, and has incentive effect on the ecological environment protection and the public service supply. Moreover, there is room for improvement of the transfer payment mechanism and the decentralization system, and the environmental decentralization promotes the policy effect, while the fiscal decentralization inhibits the policy effect.
