环保约谈制度的碳减排效应研究

摘要： 碳减排是生态文明建设与美丽中国建设整体布局的重要内容,是新发展格局下中国经济实现高质量发展的重要内涵。我国于2014年开始施行环保约谈制度,但这项制度是否有助于实现碳减排目标尚无定论。本文基于2003—2019年我国257个城市的数据,利用双重差分模型进行实证研究,发现环保约谈制度显著降低了城市层面的碳排放强度和碳排放规模,这一结论经过一系列稳健性检验后依旧成立。进一步分析表明,环保约谈的碳减排效应主要体现在短期,其长期可持续性有待改善。究其原因,一方面,官员变更减弱了减排有效性的发挥;另一方面,面对环保约谈所带来的环保监管举措,企业可能采取短期措施或通过控制生产规模来减少碳排放,但是其能耗强度、创新能力等并没有明显改善,从而使得环保约谈缺乏长期碳减排效果。因此,为更好地促进我国经济实现高质量发展,本文建议地方政府进一步完善当地的绿色创新环境以激励企业进行绿色创新,切实提升环保约谈碳减排效应的长期有效性。

Abstract: Carbon emission reduction is an important part of the overall layout of ecological civilization and beautiful China construction,and an important connotation of China's economy to achieve high-quality development under the new development pattern.The central environmental protection department started to implement the environmental protection interview policy in 2014.Does the environmental protection interview policy help to achieve the carbon emission reduction target? Based on data from 257 Chinese cities from 2003 to 2019,this paper conducts an empirical study using a difference-in-differences model.It is found that the environmental interview policy significantly reduces the intensity and scale of carbon emissions at the city level.This finding still holds after a series of robustness tests.Further analysis shows that the carbon emission reduction effect of environmental interviews is mainly reflected in the short term,and its long-term sustainability needs to be improved.The change of officials has weakened the effectiveness of emission reduction.In the face of environmental regulatory initiatives brought about by environmental protection interviews,enterprises may take short-term measures or reduce carbon emissions by controlling the scale of production.But there is no significant improvement in their energy intensity and innovation capacity,thus making the environmental protection interviews lack of long-term carbon emission reduction effects.It is suggested that local government departments should further improve the local green innovation environment and stimulate enterprises to better carry out green innovation,so as to effectively improve the long-term effectiveness of the carbon emission reduction effect of environmental protection interviews and better promote the high-quality development of China's economy.
