数字经济、空间溢出与农民收入增长

摘要: 基于2013—2019年283个城市的面板数据,本文系统剖析数字经济与农民收入增长之间的关系及其空间溢出效应。研究结果发现,数字经济不仅直接促进农民增收,还通过提升创业活跃度间接对农民收入产生积极影响;数字经济对农民增收的推动作用存在明显的区域和时间异质性;数字经济与农民增收存在显著的空间相关性,数字经济显著促进本地区农民增收,同时正向影响周边地区农民收入,具有一定的空间溢出效应。上述结论为探讨数字经济的增收效应提供中观层面的经验证据和分析视角,也为数字经济时代推进乡村振兴、迈向共同富裕给予政策参考。

Abstract: In recent years, the strategy of rural revitalization has been vigorously promoted in China. However, rural areas are still facing problems such as the slow growth of farmers' income, insufficient income growth momentum, and widening income gaps within rural areas. Compared with traditional economy, digital economy has unique advantages in improving the speed of information transmission, reducing the cost of data transaction, and promoting the development of new industries. As a new driving force for China's economic transformation and upgrading, the digital economy may provide a new path for accelerating the flow of urban and rural factors, broadening the channels for farmers to increase their income, and enhancing rural endogenous growth. Therefore, does the digital economy have a positive impact on farmers' income? What is the mechanism of digital economy affecting farmers' income? Is there any spatial difference in the impact of digital economy on farmers' income? Answering these questions not only provides a theoretical basis for accelerating the development of China's digital economy, but also provides a new path for promoting the sustained and stable growth of farmers' income and comprehensively implementing the strategy of rural revitalization.
At present, research on the impact of the digital economy mainly focuses on the perspectives of the labor market, regional innovation, industrial structure optimization and high-quality development. Under the urgent need to accelerate the development of rural economy and increase farmers' income, existing literature has begun to explore the income-generating effects of the digital economy from different perspectives. However, scholars have not reached a unanimous conclusion on whether rural residents can share the digital dividend. In addition, in terms of methodology, most of the existing studies use traditional econometric models to analyze the relationship between digital economy and farmers' income growth, and few studies use spatial econometric models to explore the spatial spillover effect. Therefore, after systematically analyzing the theoretical mechanism and spatial spillover effect of the impact of digital economy on farmers' income growth, this paper empirically examines itsunderlying mechanism by using the panel data of 283 cities in China from 2013 to 2019.
It is found that the digital economy has a significant positiveimpact on farmers' income growth, indicating that the digital economy has become an important driving force to promote the effective implementation of China's rural revitalization strategy and accelerate the realization of common prosperity. Further study indicates that the digital economy can promote farmers' income growth by enhancing entrepreneurial activity. In terms of temporal heterogeneity, the promotion effect of digital economy on farmers' income growth after 2016 is significantly better than that before 2016; from the perspective of spatial heterogeneity, compared with the eastern region and urban agglomeration cities, the digital economy spillover dividend is more significant in the central and western regions, northeastern regions, and non-urban agglomeration cities, indicating that the positive impact of the digital economy on the income growth of farmers in underdeveloped areas is greater than that in developed areas. The development of the digital economy not only significantly improves the income of local farmers, but also has a positive driving effect on the income of farmers in neighboring areas, with a spatial spillover effect.
Based on the above conclusions, this paper puts forward the following policy recommendations. First, the government should consolidate the construction of rural digital infrastructure, bridge the urban-rural digital divide, organically embed digital technology into rural industries, further release and consolidate the dividend advantages of digital infrastructure construction for increasing farmers' income and promoting the economic development of rural area. Second, the government should continuously strengthen the role of the digital economy in enhancing entrepreneurial activity. We need to accelerate the deep integration of the digital economy with the real economy, and enhance entrepreneurial activity by improving transaction efficiency, lowering the threshold of entrepreneurship, and other multidimensional aspects. Third, based on regional development differences, the dynamic and differentiated digital rural development standards should be established. Regions with relatively low levels of digital economy development need to fully utilize the “latecomer advantage” to accelerate the expansion of digital infrastructure coverage, fully access the dividends brought by the development of the digital economy, and narrow the farmers' income gap between developed and undeveloped regions. Fourth, it is important to give full play to the spatial spillover effect of the digital economy on farmers' income. A digital network should be built for the collaborative development of regions, facilitating the flow of information, technology, talents, and other factors. We should make full use of the radiation and driving effect of the digital economy on developed regionsto boost the economic development of less developed regions and increase farmers' income, thus making the digital economy a new driving force for reducing regional development imbalances in the context of common prosperity.
