就业合同能促进受助群体再就业行为及收入吗? ——基于异质企业的度量、探索与诠释

Can Employment Contract Promote Re-employment Behavior and Income of Poor Family? -- -- Based on the Metrics, Exploration and Interpretation of Heterogeneous Enterprise

摘要: 为研究正规就业对社会救助群体再就业收入的影响,一方面,笔者采用博弈理论,分析了签订正规就业合同对社会救助再就业人员收入的影响效应。另一方面,从经验分析结果来看,签订就业合同能够显著性提高社会救助再就业人员的收入。但实证结果同时显示,签订就业合同需要受助群体自身需具有更高的技能。总的来看,签订就业合同的正规就业仍然极大程度上提高了受助群体的再就业收入。笔者认为,就业合同的签订及合同长期可持续性发挥效力的前提是要对受助群体再就业人员进行专业化的技能培训,政府可以通过购买服务的形式根据用人单位的属性,进行“订单式”培训,这样,一方面给用人单位输送了合格劳动力,另一方面,解决得了受助人员的再就业问题。最终,会形成用人单位、政府和受助群体再就业人员“三赢”格局。

Abstract: In order to study the formal employment and re-employment income effect on the social relief groups, we on the one hand, use the game theory to analyze the influence effect of the formal signing of the employment contract on social assistance of re-employment income, and, on the other hand, we the analyze the results from experience that signing the employment contract can significantly improve the social assistance re-employment income. However, empirical results show that signing a contract of employment needs the recipient group itself has higher skills. In general, signing a contract of employment on the formal employment still greatly improves the re-employment income recipient groups. We believe that signing the employment contract and contract of long-term sustainable effective premise is to the recipient group re-employment personnel professional skills training, and the government can use the buying service form according to the property of the employer to provide the “order type” training. Through this way, on the one hand it can transport the qualified labor force, and, on the other hand, it can solve the re-employment problem for the recipients. Finally, we can get the form that the employer, government and communities in need of re-employment personnel can reach “win-win-win” situation.
