考虑网络外部性的多产品定价规制——基于通信产业融合的分析

Abstract: Under network convergence, firms can provide multiple products and services based on original network infrastructure. The paper establishes a multiproduct pricing model in light of the actual background of network converge of the communications industry. The following findings are obtained. When a firm hold monopolistic positions in multiple network industries, a social planner considering network externality will set a price lower than one not considering the externality. If a monopoly moves into a related industry in the form of a bundle, it may press down the price of the bundle and dispel the incumbent from the related market. The implications of the findings are significant. As for multi-market price regulation, regulator should have an eye on network externality and multi-market strategic interaction among firms.

摘要: 网络融合环境下,企业基于原有的网络基础设施可以提供多项产品或服务。本文结合通信产业的融合背景,建立了网络融合下的多产品定价模型。研究发现,当一个企业同时在多个网络型产业中处于垄断地位时,考虑网络外部性的社会规划者的限价要低于不考虑网络外部性的社会规划者的限价。如果一个垄断企业通过捆绑进入相关产业,则其可能压低捆绑的价格,以图将相关产业的在位者驱逐出市场。本文认为规制机构在价格规制时需要考虑网络外部性以及企业在多市场间的战略互动。
