Abstract: Since the 1990s, the European Union has established the organic agricultural development policy frame and multi-level subsidies standards through the agricultural environment planning, public agricultural policy reform, the organic movement and organic agricultural regulation, which effectively promote the EU organic agriculture development. The high payments during the period of the conversion from conditional to organic agriculture, to some extent, not only realizes the goal of “ win-win” and also the target of EU transition from WTO "yellow box" policy and "the blue box" policy to "green box" policy, effectively avoid the WTO agricultural policy limit subsidies. But the EU organic agriculture payments policy based on public agricultural policy system is various and great gap exists among member states.

摘要： 20世纪90年代以来，欧盟通过农业环境计划、公共农业政策改革、有机运动和有机农业监管体系建设构建了有机农业发展政策框架和多层次的补贴标准，实现了“生产者、消费者和社会”共赢，有效推动了欧盟有机农业发展。欧盟通过补贴实现常规农业向有机农业的转轨，在一定程度上也实现了从WTO“黄箱”政策和“蓝箱”政策向“绿箱”政策的转轨，有效规避了WTO农业政策补贴限定。但基于欧盟公共农业政策体系的有机农业补贴种类繁多，涵盖面广，各成员国补贴标准存在较大差异。
