Abstract: The development of circulation industry is of great significance to give full play to the market mechanism, adjust the industrial structure and change the mode of development. However, due to the influence of traditional economic system, orientation of our country's circulation industry, deviation exists for a long time, the heavy industry production of discriminatory policies circulation of light, not only restricts the development of circulation industry, but also on China's economic transformation and the improvement of people's living standards caused heavy losses. While strengthening the circulation industry position, speed up the development of circulation economy, has become the most urgent task of the transformation of the mode of economic development and growth in China.

摘要： 流通产业发展对于充分发挥市场机制作用、调整产业结构、转变发展方式具有重要意义。然而，由于传统经济体制的影响，我国对流通产业的定位，长期以来存在偏差，这种重生产轻流通的歧视性产业政策，不仅制约流通产业的发展，也对我国经济转型和人民生活水平的提高造成严重损失。而强化流通业的基础产业地位，加快发展流通经济，已成为我国经济发展和增长方式转变的最紧迫任务。
