Abstract: Large and medium-sized industrial enterprises are the innovative subject of building innovation country and the backbone of the progress of innovation-driven. The regional gap of its innovation capability will affect the coordinated development of regional economy. This article, employing the method of improved TOPSIS and the model of Theil entropy, measures the regional gaps of innovation capabilities of large and medium-sized industrial enterprises, based on the panel data of 30 provinces, municipalities and autonomous regions in Chinese mainland from 1999 to 2010.The results show that the gaps of the innovation capabilities of large and medium-sized industrial enterprises between different regions in China are large, and furthermore, the gaps reveal expanding tendency. As for the regional internal differences, the innovation capability gap of the southeast, southwest and northwest regions are large and the Yangtze River Delta and central regions are small. Moreover, this article illustrates that the disparities between different regions are the prior factor influencing the innovation capabilities of large and medium-sized industrial enterprises, while the internal differences of different regions have less impacts. The results of this study could play an important role in guiding the policies aiming to narrow regional gaps and promote development of large and medium-sized industrial enterprises.

摘要： 大中型工业企业是我国建设创新型国家的创新主体，是创新驱动的中坚力量，其创新能力区域差距过大，将影响区域经济协调发展。本文采用1999-2010年我国30个省市12年面板数据，利用改进的TOPSIS法和锡尔熵分解模型构建了我国大中型工业企业创新能力指数，测度了创新能力区域差距及变化趋势。研究表明：就总体而言，我国大中型工业企业创新能力表现出较大的空间差异性，区域差距显著，并呈扩大趋势；从区域内部差异来说，东南地区、大西南地区以及大西北地区大中型工业企业创新能力省际差距较大，长三角地区和中部地区省际差距较小；同时发现对我国大中型工业企业创新能力区域差距影响最大的因素是组间差距，而组内差距影响相对较小。研究结论为我国制定缩小区域差距、促进区域协调发展大中型工业企业发展政策具有重要指导作用。
