Abstract: Because of the reform of tax and the construction of rural communities, the governance basis in rural communities has been changed, and need Innovating in the system and mechanism. Industrial Organization such as Farmers’Cooperative has become the body of governance in rural communities. The new rural communities should build a Synergy structure between Industrial Organization and Geopolitical Organization, and a new mechanism of Decision making, supervision and incentive.

摘要： 由于税费制度改革、新型社区建设等原因，农村社会治理基础发生了改变，需要进行体制机制创新。农民合作社等业缘组织的兴起，具备了成为农村社会治理主体的条件。农村新型社区应该塑造业缘组织与地缘组织协同的治理结构，构建科学的决策机制、监督制衡机制和激励机制。
