Abstract: This paper uses the panel data of thirty province from 2003 to 2013, Using threshold regression analysis method to analyizes the effects of environment pollution and public services on health expenditures. The results show that: the pollution of the environment has a significant influence on health expenditures, positively correlated relationship between both. The introduction of the public service variable has a threshold effect to the environmental health, and the threshold of different public services for environmental health expenditure are not identical; Among them, the threshold of education is three, and the threshold of the urban infrastructure construction and environmental protection are one.

摘要： 通过2003—2013年中国30个省际面板数据，运用门槛回归分析方法，分析了环境污染与公共服务对健康支出的影响。结果表明：环境污染对健康支出具有显著性影响，两者之间呈正相关关系。公共服务变量的引入，对环境污染的健康支出产生了门槛效应，并且不同公共服务对环境的健康支出影响产生的门槛数各不相同；其中，教育产生的门槛数为三个，而城市基础设施建设与环境保护产生的门槛数均为一个。
