政府扶植、产业规模与区域科技创新——以浙江省为例

Abstract: Abstract: From the perspective of input - output, this paper examines the regional science and technology innovation level (in Zhejiang province as an example) and analyzes its macro influencing factors, empirically discusses the actor of government supports and high-tech industry’s own development in improving technology innovation efficiency. At first, this paper uses the nonparametric estimation method (DEA - Malmquist index method) to assess the efficiency of the current scientific and technological innovation in Zhejiang province, and then uses the method of parameter estimation (stochastic frontier production function method, SFA), which is more stable to analyze the macro factors later. After controlling for the environmental factors, such as regional economic development, trade openness and financial development and industrial structure, we found that government supports for the regional technological innovation efficiency exists significant negative effects, while industry development shows a significantly positive role. In this paper, the instrumental variable method is adopted to reduce the endogenous and using variance correct technology to eliminate the influence of heteroscedasticity, and the results remain robust.

摘要: 摘要:本文主要考察了区域科技创新水平(以浙江省为例)及其宏观影响因素,实证检验了政府扶植与高科技产业自身的发展对提升科技创新效率的不同作用。本文首先用非参数估计法(DEA-Malmquist指数法)评估了浙江省当前的科技创新效率,并利用更为稳定的参数估计法(随机前沿生产函数法,SFA)进行宏观因素分析。在控制了区域经济发展水平、贸易开放水平、金融发展水平以及产业结构等环境因素后,发现政府扶持对于区域科技创新效率的影响存在显著负效应,而行业自身发展则表现出显著的正向促进作用。本文采用工具变量法减轻了模型估计的内生性并运用方差纠正技术消除了异方差的影响,所得结果保持稳健。
