Abstract: In order to promote the promotion of local PPP model in our country, this paper constructs the PPP model to promote the efficiency measure system from the aspects of economic efficiency, policy efficiency and social efficiency, and measures the provinces. The results show that the PPP model in the eastern, central and western regions Efficiency is significant difference, in particular, the economic efficiency of the eastern region is higher than the western region, and the policy efficiency and social efficiency of the western region is higher than the eastern region, in view of the economic efficiency is the PPP model to promote the efficiency of the decision factors, so the eastern region in promoting efficiency The total score was significantly higher than the central and western regions. Based on the above analysis, this paper puts forward some effective suggestions to improve the efficiency of local government PPP model from three aspects: economic environment, policy environment and social environment.

摘要： 为促进我国地方PPP模式更高效推进,本文从经济效率、政策效率和社会效率三个维度构建了PPP模式推进效率测度指标体系并对各省份进行测度,结果发现,东部、中部和西部PPP模式推进效率存在显著差异。具体而言,经济效率东部地区高于西部地区,而政策效率和社会效率西部地区高于东部地区。鉴于经济效率是PPP模式推进效率高低的决定因素,故东部地区在推进效率总分值上显著高于中部和西部地区。基于上述分析,本文从经济环境、政策环境和社会环境三个方面提出提高地方政府PPP模式推进效率的有效建议。
