Does the Measurement of Fair Value Increase Audit Fees?——An Example from Choosing the Subsequent Measurement Model of Investment Property in China

公允价值计量增加了审计收费吗?——以投资性房地产后续计量模式选择为例

Abstract: Since China's Ministry of Finance issued China Accounting Standard (CAS) in 2007, the number of listed companies choosing the fair value model to measure investment property hasbeen steadily small. We select A-share listed companies with investment property from 2007 to 2015 as samples and use Ordinary Least Squares,Propensity Score Matching and Difference in Difference to analyze whether the fair value measurement of investment property leads to the increase of audit fees, trying to provide a possible explanation for the current application condition of the fair value model of investment property. The empirical results show that compared with the cost model, audit fees rise significantly when the fair value model is chosen. Additionally, when the constraints from outside policies are higher, the relationship is more obvious. Further study finds that other than the measurement uncertainty caused by the fair value, the fair value model may increase auditors' concern for the risk of material misstatement resulting from earnings manipulation in company's financial statements, which leads to the increase of audit fees. The higher level of marketization is likely to prohibit the motivation of earnings manipulation by listed companies.

摘要: 以2007年~2015年持有投资性房地产的A股上市公司为样本,运用最小二乘回归(OLS)、倾向得分匹配(PSM)和双重差分法(DID)检验了投资性房地产公允价值计量对审计费用的影响,试图为我国投资性房地产公允价值计量模式的应用现状提供一种可能的解释。实证结果显示,相比于成本模式,选择公允价值模式的公司审计费用明显上升。上述结论在外部审计收费政策管制程度较高时更为显著。进一步研究发现,投资性房地产公允价值计量增加了审计师对公司进行盈余操纵导致财务报表存在重大错报风险的疑虑,进而增加了审计费用,而地区市场化水平有助于抑制上市公司利用投资性房地产公允价值计量进行盈余操纵的动机。
