Abstract: The core of new urbanization lies in people. We should not judge the achievements of urbanization in China merely by urbanization rate. The key point is how to realize the citizenization of the 287 million agricultural migrant population, enabling them to share the social development achievements brought about by urbanization. However, what is the corresponding cost? The calculation of the cost of the citizenization of the agricultural migrant population will help the governments at all levels to plan the fiscal expenditure structure better, and further promote a well-orderded urban construction. As the economic construction and urbanization in Zhejiang are in the forefront of the whole country, this paper takes Zhejiang as an example to analyze the cost and the sharing mechanism of the cost in the citizenization of the agricultural migrant population. The calculation framework provided in this paper also can be applied to other areas.

摘要： 新型城镇化的核心在于人,不能仅以城镇化率来评判我国的城镇化建设成果。如何让2.87亿农民工共享城镇化建设带来的社会发展成果,真正实现农业转移人口市民化是关键。然而其对应的成本到底是多少？对农业转移人口市民化的成本进行测算有助于各级政府更好地规划财政支出结构,进而更利于城镇化建设的良序推进。浙江省的经济建设与城镇化建设在全国范围内均处于前列,本文以浙江省为例分析农业转移人口市民化成本及分担机制,所提供的测算框架亦可适用于其他地区。
