Abstract: Using the data of Chinese industrial enterprises from 2003 to 2009, this paper analyzes how the marketization of land transfer affects firm entry, and investigates the impact of the marketization reform of land transfer on the firm with different ownership. It's found that the marketization of land transfer may significantly increase the market access probability of firms by improving the urban land use efficiency, building the urban infrastructure and reducing the urban corruption. The difference of the corporate social attributes and the government-enterprises relationships stems from the difference of ownership attributes, as a result, the marketization of land transfer has no restriction on state-owned enterprises entering the market but greatly improves the market access probability of private enterprises and foreign enterprises. Therefore, it is necessary to continue deepening the market-oriented reform of land transfer so as to provide a market-oriented operation mechanism for firm entry under China's existing land leasing system.

摘要: 本文利用2003~2009年中国工业企业数据,探讨土地出让市场化如何影响企业市场进入及土地出让市场化改革对所有制差异企业的异质性影响。研究结果发现,土地出让市场化推进通过提高城市土地利用效率和城市基础设施建设、减轻城市寻租腐败程度而增加企业进入的概率,且所有制属性的差异导致企业社会属性和政企联系不同,使土地出让市场化对国有企业进入市场没有任何限制,但大大提高非国有企业的市场进入概率。因此,有必要继续深化土地出让市场化改革,减少土地出让的所有制差异,为企业进入市场提供市场化运行机制。
