Abstract: This paper constructs a logical framework of the foreign R&D investment and the local technological progress bias. Based on the provincial statistical data of China from 2000 to 2016, this paper investigates the long-term and short-term relationship between the foreign R&D investment and the local technological progress bias, and studies the moderating effects of the labor market institution construction in the impact of foreign R&D investment on technological progress. The results of the study are as follows: (1) Foreign R&D investment is the Granger cause of the technological progress bias, which helps to predict the factor bias of the technological progress, but the opposite is not true; (2) Foreign R&D investment has a preference for labor use in China’s technological progress in the short term, but in the long run, this situation has not been maintained in most provinces; (3) The moderating effects of the labor market institution construction are of heterogeneity, in order to guide the sustainable use of foreign R&D investment as well as to make the local technological progress more beneficial to the people, the emphasis of the talent policy should be put on the guarantee of the talent treatment.

摘要： 本文构建研发类外资利用与本土技术进步偏向性之间的逻辑框架,利用2000~2016年中国省级统计数据,在测度技术进步偏向性的基础上考察研发类外资利用与本土技术进步偏向性的长短期关系,分析劳动力市场制度建设在研发类外资利用影响技术进步偏向性的调节作用。研究结果发现,研发类外资利用是技术进步偏向性的格兰杰原因,有助于预测技术进步的要素偏向性,反之则不成立;研发类外资利用对中国技术进步方向在短期具有偏向使用劳动的亲民倾向,但在长期多数省份没有显现这一特征;劳动力市场制度建设调节作用的异质性明显,为引导研发类外资的可持续利用,也使本土技术进步更加惠民,应视本土研发类外资利用的多寡,各地人才政策的立足点须有区别地放在人才素质提升和人才待遇保障上。
