The Impact of Government-public Dual Digital Attention on the Digital Transformation of Listed Companies: Preparation or Action

Abstract: This article constructs a three-dimensional logical analysis framework of government-public-company, and uses sample data of listed companies to examine the impact of dual digital attention from the government and the public on the preparation and action of companies' digital transformation. Research has shown that: Firstly, government and public attention to digitalization can encourage companies to undergo digital transformation, meaning that as the level of government and public attention to digitalization increases, companies will not only prepare more for digital transformation, but also take more digital transformation actions. Secondly, based on the nature of enterprise property rights, government attention has a more significant impact on the transformation of state-owned enterprises, while public digital attention has a greater impact on the digital transformation of non-state-owned enterprises. In addition, based on the characteristics of the enterprise industry, the digital transformation effects of government and public attention are more pronounced in non-manufacturing enterprises. Thirdly, the dual digital attention of the government and the public can generate signaling effects, skill premium effects and R&D investment effects, which can promote companies to hold a more positive attitude towards digital transformation, influence the hiring of more high-tech employees, drive companies to increase research and development investment, and ultimately achieve digital transformation. Finally, there is a significant synergy effect between the government and the public's environmental attention. In situations of high public attention, government attention can serve as a support to achieve an “icing on the cake” effect; in the context of low government attention, public attention can serve as a supplement to achieve the effect of providing timely assistance. The conclusion of this article helps to open up the “black box” of a company's digital transformation, revealing the important role played by the government and the public's digital attention in promoting the company's digital transformation.

摘要: 本文搭建政府-公众-公司的三维逻辑分析框架,采用上市公司样本数据,考察政府和公众双重数字化关注对公司数字化转型准备和行动的影响。研究结果表明,政府和公众数字化关注促使公司数字化转型,即随着政府和公众对数字化关注的提高,公司数字化转型准备和行动均显著增强。基于企业所有制属性,政府数字化关注对国有公司数字化转型效果更明显,而公众数字化关注则对非国有公司数字化转型影响更大;基于行业特征,政府和公众关注的数字化转型效果在非制造业公司中均较为明显。政府-公众双重数字化关注产生信号传递效应、技能溢价效应和研发投入效应,通过促使公司持有更乐观的数字化转型态度、影响公司雇佣更多的高技能工人、倒逼公司增加研发费用,最终实现数字化转型。政府和公众数字化关注具有显著的协同效应,在公众数字化关注程度较高的情境下政府关注可作为支撑,实现“锦上添花”的效果;而在政府数字化关注程度较低的情境下公众关注成为有益补充,实现“雪中送炭”的效果。这一结论有助于打开公司数字化转型的“黑箱”,揭示政府和公众数字化关注在推动公司数字化转型方面发挥的重要作用。
