Allocation of Technological resources, synergistic effect and corporate innovation performance

Abstract: Employing firm level data of Chinese innovative (high-tech) manufacturing firms panel data over the period of 2008-2011, this paper built an analytical framework for strategic relations between government and firms “resource allocate- capability form - innovation output - innovative market”, and empirically test the impacts of government allocation of technological resources on innovation input and output, and the moderating effects of collaborative research with institutions and markets, found that government allocation of technological resources conducive to building and upgrading firm’s innovation capability; firms’ collaborative research with other institutions and with markets can both enhance innovation outputs, and also can strengthen the relationship between innovation capability and innovation output ; ability to respond to market of enterprises can directly promote the transformation of innovation achievements and collaborative research with other institutions can accelerate the speed of transformation; however, the existing government financial support failed to play its positive role in promoting in any conditions.

摘要: 本文构建了“资源配置—能力形成—创新产出—创新市场”的战略性政企关系的分析框架,利用2008-2011年中国创新型(高科技)制造业企业数据,实证分析政府科技资源配置对企业创新投入与产出的影响,并检验产学研、市场等协同因素的调节作用,发现政府科技资源配置利于企业创新能力的构建和提升;企业与其他机构的协同和市场协同效应能直接提升创新产出并增强创新能力与创新产出的作用强度;企业自身适应市场的能力能够直接催化创新成果转化,并且企业的产学研协同能够加快其催化创新成果转化的速度;而现有的政府金融支持无论在任何条件下还是成果转化的阻碍因素。
