Abstract: Because of the reform of tax and the construction of rural communities, the governance basis in rural communities has been changed, and need Innovating in the system and mechanism. Industrial Organization such as Farmers’Cooperative has become the body of governance in rural communities. The new rural communities should build a Synergy structure between Industrial Organization and Geopolitical Organization, and a new mechanism of Decision making, supervision and incentive.
