Abstract: City public utilities has foundational, natural monopoly, public utilities and public welfare, externalities, regional and networked common characteristics, such is a market failure field. Government need to regulate it so that it can be properly operated. The level of government regulation for the city public utilities relates to the quality of life of urban residents, the security and stability of city society, as well as the sustained and healthy development of urban economy. The scientific evaluation of government regulation of city public utilities regulatory is the necessary prerequisite for improving the level of performance. In this paper, we revise the current situation of the performance evaluation of government regulation of city public utilities in China and summary the characteristics of this stage respectively from these three aspects :the construction of the index system、the selection of evaluation methods and the perspective of evaluation .Furthermore, some countermeasures are proposed for the existing problems in our paper.
