环境规制对不同来源地FDI区位选择的影响——基于省级面板数据的研究

摘要/Abstract

摘要： 比较传统的市场规模、劳动力、土地成本等一般影响因素,我国地区之间的环境规制差异也可能会对FDI的流入量产生影响。区别于已有以FDI总量为研究对象,本文基于我国22个省份2004~2012年面板数据,研究不同来源地FDI对我国不同地区环境规制严格程度的不同响应。结果表明,环境规制差异对日本和新加坡的FDI产生显著的负影响;对其他国家而言,环境规制对FDI的影响不显著;同时发现,香港和韩国更看重中国大陆的市场和资本聚集度,而欧美发达国家偏好那些技术缺口较小、劳动力质量较高的地区,劳动力成本已经不再成为主要关注因素。

Abstract: Compared to traditional and general impact factors like market size,labor,land costs,differences of environmental regulation between provinces in China may also have an impact on the inflow of FDI. Different from the former research using the total amount of FDI from different countries as the main object,this paper,based on the panel data of 22 provinces from 2004 to 2010 in China,studies the response of FDI from different source countries or regions to the diverse strict degree of environmental regulation in China. The results show that environmental regulation has significant negative impact on Japan and Singapore FDI. For other countries,the impact of environmental regulation on FDI is not significant. At the same time,South Korea and Hong Kong pay more attention to the market and capital aggregation in mainland China. Developed countries in Europe and the United States prefer regions with smaller technology gap and higher labor quality. Labor cost is no longer a main concern factor for these countries.
