食品安全危机下我国乳制品行业制度变迁及政策特征分析

Analysis of Institutional Change and Policy Characteristics of China's Dairy Industry under the Crisis of Food Safety

摘要: 本文基于供给侧改革与消费端刺激的相关理论及制度变迁理论,构建我国乳制品行业制度政策变迁的分析框架,将我国乳制品行业的制度变迁历程划分为减少无效供给阶段、增加有效供给阶段、规范流通渠道阶段和消费升级主导阶段,并结合消费者行为、产业结构和企业行为及政策目标导向等方面的特征,具体分析“三聚氰胺”毒奶粉事件后我国乳制品行业的制度变迁历程、方式与政策特征,并据此提出相应的政策建议。

Abstract: Based on the theory of supply side reform and consumption side stimulation and the theory of institutional change,this paper constructs an analysis framework of China's dairy industry system policy changes,dividing the process of institutional change into the following four stages∶the stage of reducing the inefficient supply,the stage of increasing the effective supply,the stage of regulating the distribution channels,and the stage of upgrading consumption. With detailed analysis of the characteristics of the consumer behavior,the industrial structure, the corporate behavior, and other aspects, this paper studies the process,mode and policy characteristics of institutional change in Chinese dairy industry after the “melamine” milk powder incident,and puts forward some corresponding policy suggestions.
