我国财政政策对经济增长质量的动态效应分析

摘要/Abstract

摘要： 本文首先基于混频动态因子模型测算我国的经济增长质量指数,进一步运用TVTP-MS-FAVAR模型分析了我国财政政策对经济增长质量的动态影响,结果表明:在经济质量快速增长阶段,积极的财政政策能提升经济增长质量,提高增值税、降低消费税为主,提高教科研支出、降低投资性支出为辅的财政政策利于维持经济质量快速增长;在经济质量适速增长阶段,增加财政支出和税收能提升经济增长质量,提高增值税和教科研支出为主,降低投资性支出和所得税为辅的财政政策利于提高经济增长质量。经济新常态下,政策当局应构建“总量调控+结构优化”双轮驱动的财政政策,助推经济迈向高质量发展。

Abstract: This paper firstly measures the quality of China's economic growth based on the mixed-mix dynamic factor model, and further studies the dynamic effects of fiscal policy on the quality of economic growth. The results : First, the stage of rapid growth of economic quality, proactive fiscal polic can improve the quality of economic growth, value-added tax and redu consumption tax, education and scientific research expenditure and reduc investment expenditure, maintain rapid economic quality. Second, the stage of growth of economic quality, increasing fiscal expenditure and taxation can improve the quality of economic growth, value-added tax and education and scientific research expenditure, reduc investment expenditure and corporate and personal income tax, will be conducive to high-quality economic growth in China. Under the new economic normal, policy authorities should build a two-wheel drive fiscal policy of “aggregate regulation and structural optimization” to help the economy move toward high-quality development.
