企业研发决策、要素配置与创新效率——基于企业微观科技活动数据

R&D Decision of Enterprises,Factor Allocation and Efficiency of Innovation——Based on the Microcosmic Data of Scientific and Technological Activities

摘要: 文章分析企业研发部门的要素配置对企业创新效率的影响,把研发部门的要素配置作为测度企业研发决策的指标,利用2011~2013年企业微观层面的科技活动数据,实证检验企业研发决策对企业创新效率的影响效应。研究结果发现,研发部门资本深化水平与企业创新效率的提升呈正相关;通过Malmquist指数测度企业的创新效率,发现全要素生产率的提升主要来自于技术进步,配置效率改善的贡献很小;由于企业微观特征的异质性,企业研发决策对创新效率的影响存在差异,企业的规模越大,企业研发决策对创新效率的抑制影响越大,与“熊彼特假说”存在差别;在企业年龄越短和国有成分越低的情况下,人力资本水平越高,企业研发决策越有利于创新效率的提升。

Abstract: This paper analyzes the impact of the allocation of factors in R&D departments on the innovation efficiency of enterprises. It uses the allocation of factors in R&D departments as an index to measure enterprises' R&D decisions and empirically test the effect by using the data of micro-level scientific and technological activities in 2011~2013. It is found that the allocation of capital-labor(capital deepening) in R&D department can promote the efficiency of R&D. By measuring the innovation efficiency of enterprises through the Malmquist index, we find that the improvement of the productivity mainly comes from the technological progress, and the contribution of the efficiency of allocation is very small. Because of the heterogeneities of micro-characteristics of enterprises, the influence on the efficiency of innovation is different. The larger the scale of the enterprise, the greater the inhibiting influence. This finding is different from “the hypothesis of Schumpeter”. The younger the enterprise is and the lower the state component is, the higher the level of human capital is, the more effectively the enterprise's R&D decision improves the efficiency of innovation.
