开放式创新框架下对外资利用政策的重新评价

Reevaluation of Exploitation of FDI Policy under the Framework of Open Innovation

摘要: 本文基于开放式创新研究框架,运用制度逻辑理论对中国过去近40年引资发展的政策(制度)环境进行考察,借以总结不同制度发展阶段外资引进技术绩效的差异动因,并由此探析国内引资经验对中国企业当下大规模走出去的借鉴意义。利用2001~2011年IT业跨国公司在华技术交易的混合截面数据研究发现:中国以往引资历经封闭式创新与开放式创新两个阶段的制度逻辑变化,并对内资企业的技术绩效产生了截然不同的影响。在开放式创新模式下,利用高质量外资存在新的实现机制与途径,但其绩效受到交易机会、交易者能力与市场制度化水平等因素的重要影响。上述结论对于中国政府当下更好推进“一带一路”及“走出去”的策略发展提供了有意义的借鉴。

Abstract: This paper, based on the framework of open innovation, uses the theory of institutional logics to investigate the institutional environment transition related to FDI Policy in the past 40 years in order to explain the different performances of FDI inflow at different stages of the institution development and try to dig out the relevant tactics for the promotion of ODI tide. The study on IT contracts transaction dataset by MNCs in China from 2001 to 2011 finds that the past 40 years has witnessed two sequent periods of different dominant logics (from closed innovation to open innovation) which have produced the opposing effects on the performance of the introduction of foreign technology by domestic enterprises. Under the mode of open innovation, there lies the new mechanism and solution for the introduction of high quality FDI, but its effect is greatly influenced by such factors as transaction opportunities, partner's capabilities, and the institutional level of the market etc. The above findings provide new horizontal perspectives in the strategic development of “OBOR” and “Going abroad” by Chinese firms.
