“援助之手”存在吗？——地方财政治理的就地城镇化效应检验

摘要： 基于大国转型经济体和“以人为本”新型城镇化的现实国情,地方财政治理能力对公共产品供给质量和就地城镇化的影响日益凸显。本文在系统构建财政治理影响就地城镇化理论模型的基础上,建立指标体系测度各省份的财政治理能力和就地城镇化水平,并对其影响效应进行详细的实证检验。整体样本估计结果表明,地方财政治理能力对就地城镇化具有显著的正向效应,很好地发挥了“援助之手”的重要作用。分地区样本估计结果表明,地方财政治理能力对就地城镇化的影响效应具有显著的区域差异,“援助之手”呈现出“东部>中部>西部”的梯度演进态势。分系统估计结果表明,三大子系统对就地城镇化的影响效应具有显著异质性,社会治理能力具有显著的正向影响效应,财政能力和风险治理能力则具有显著的负向影响效应。本文的政策涵义在于,在提高地方财政治理能力推动就地城镇化的过程中,不仅应重视“援助之手”总体作用的发挥,还应充分重视“援助以何手”,从而实现就地城镇化由“粗放低效”向“集约高效”的根本转变。

Abstract: Based on the actual conditions of major transition economics and “people-oriented” new-type urbanization, the influence of local financial governance ability on the quality of public goods supply and in-situ urbanization is increasingly prominent. On the basis of systematically constructing the theoretical model of financial governance influence on in-situ urbanization, this paper establishes a relatively scientific index system to measure the financial governance ability and in-situ urbanization level of each province, and conducts detailed empirical tests on its influence effect. The overall sample estimate results show that local financial governance has a significant positive effect on in-situ urbanization and plays an important role of “helping hands”. The results of regional sample estimation show that there are significant regional differences in the influence effect of local financial governance ability on in-situ urbanization, and the “helping hand” shows a gradient evolution trend that “Eastern>Central>Western”. The sub-system estimation results show that the impact of the three major subsystems on in-situ urbanization has significant heterogeneity, social governance capacity has significant positive effects, and fiscal capacity and risk governance capacity have significant negative effects. The policy implication is that in the process of improving local financial governance capacity to promote in-situ urbanization, we should not only pay attention to the overall role of the “helping hands”, but also fully pay attention to the subsystem of “helping hands”, so as to realize the fundamental transformation of in-situ urbanization from “extensive and inefficient model” to “intensive and efficient model”.
