跨境数据流动限制对全球价值链分工的影响研究

Research on the Impact of Cross-border Data Flow Restrictions on Global Value Chain Division

摘要: 本文测算2006—2019年各国行业层面的跨境数据流动限制指数,利用2006—2014年39个国家的相关行业数据,探讨跨境数据流动限制对全球价值链分工的影响及作用机制。结果表明,跨境数据流动限制提高了贸易壁垒,对全球价值链分工具有显著的负向作用,而网络环境的优化能缓解该负面影响;无论数据跨境使用政策还是国内使用政策,均对全球价值链分工产生负向影响,且跨境使用政策的影响更大;相较于制造业,跨境数据流动限制对服务业的抑制效应更明显,尤其是资本和知识密集型服务业。以上研究结论为制定跨境数据流动政策、建立数字贸易规则和促进全球价值链向高端攀升提供了有益的政策启示。

Abstract: This paper calculates the index of cross-border data flow restrictions at the transnational industry level from 2006 to 2019 and uses industry-related data from 39 countries between 2006 and 2014 to explore the impact and channels of cross-border data flow restriction policies on global value chain(GVC)division. The results indicate that cross-border data flow restriction policies elevate trade barriers, thereby exerting a significant negative effect on GVC division. Optimization of the internet environment can mitigate this adverse impact. Both policies restricting cross-border data flows and those limiting domestic data use and processing negatively affect GVC division, with cross-border flow restrictions having a more pronounced negative impact. Compared to manufacturing, cross-border data flow restrictions have a greater inhibitory effect on the participation and status enhancement in GVC division of service sector, particularly for capital-intensive and knowledge-intensive services. This study provides valuable policy implications for formulating cross-border data flow policies, establishing digital trade rules, and promoting ascension within the global value chain.
