国内大市场优势提升城市创业活力研究

A Study on the Advantages of Large Domestic Market in Enhancing the Vitality of Urban Entrepreneurship

摘要: 本文基于2008—2019年280个地级及以上城市的面板数据,探讨国内大市场优势对城市创业活力的影响效应及作用机制。研究结果显示,国内大市场优势通过规模经济效应、中间品共享效应及技术外溢效应显著提升城市创业活力且通过一系列稳健性检验。扩展性分析发现,国际市场潜力、国家大数据综合试验区及“宽带中国”战略均显著强化国内大市场优势对城市创业活力的提升效应,国内大市场优势对中小城市、中部地区城市及开通高铁的城市的创业活力具有更明显的促进作用,国内大市场优势对生活性服务业的创业活力的影响效应最大。该结论对我国充分发挥和利用超大规模市场优势、破除市场分割藩篱、激发城市创业活力和加快构建新发展格局具有重要的现实意义。

Abstract: At present, the world is experiencing a major change not seen in a century, and the international situation is in an essential period of turbulence and transition. In particular, the rise of trade protectionism and the trend of anti-globalization have not only caused China's domestic demand to suffer adverse impacts and exposed China to a more unstable foreign supply chain, but also further aggravated the contraction of the total international demand for domestic production and supply, the reduction of exports and overcapacities, and constrained seriously the investment confidence and entrepreneurial zeal of the market's micro-entrepreneurs. Against the backdrop of weak domestic demand and rising risks and uncertainties in foreign markets, it is particularly crucial for China to accelerate the construction of a new development pattern that is dominated by the domestic macro-cycle and mutual promotion of domestic and international economic flows. Entrepreneurial vitality is an essential source of economic vitality, and the market is the basic place where entrepreneurial subjects are active. As the distribution center of production factors, the market determines the space for production and development space of enterprises and industries. It is not only an important resource for national development, but also the main platform for entrepreneurship of micro-entrepreneurs and the key to maintaining economic vitality. Therefore, based on the unique perspective of China's unified large market, this paper incorporates advantages of the large domestic market and urban entrepreneurial vitality into a unified research framework, which is of great practical significance for China to utilize fully mega-market advantages, revitalize the vitality of economic development and innovation, and accelerate the drive for high-quality economic development. This paper utilizes the improved city-level market potential indicator to reflect the domestic mega-market advantages and applies the panel data of 280 prefecture-level and above cities in China from 2008 to 2019 to explore deeply the effect and mechanism of the construction of the country's mega-markets on the enhancement of urban entrepreneurial vitality. The findings show that domestic big market advantages can promote significantly urban entrepreneurial vitality. After considering sample extremes and endogeneity issues, excluding special samples, and replacing core variables, the study finds the above conclusion still remains robust. The mechanism test shows that the advantages of large domestic markets can promote effectively urban entrepreneurial vitality by exerting economies of scale effect, intermediate goods sharing effect, and technology spillover effect, which provides theoretical support for the study of the mechanism of urban entrepreneurial vitality promotion from the perspective of unified large domestic markets. Extended analysis revealsthat international market potential, national big data comprehensive pilot zone, and “Broadband China” strategy can streng then significantly the enhancement effect of large domestic market advantages on urban entrepreneurial vitality. The conclusion is of great practical significance for China to utilize the advantages of large domestic markets and deepen the understanding of the logical relationship between China's construction of a new development pattern and digital China and urban entrepreneurial vitality. Compared with large cities of type I and above and cities in the western region, the advantages of large domestic markets have a more obvious effect on the entrepreneurial vitality of small and medium-sized cities, cities in the central region, and cities with high-speed railways, while the effect on cities without high-speed railways is insignificant; the advantages of large domestic markets have the greatest effect on the entrepreneurial vitality of the living service industry, followed by the productive service industry, but the effect on the entrepreneurial vitality of the manufacturing industry is relatively small. These conclusions are helpful for grasping comprehensively and meticulously the effect of the advantages of large domestic markets on the enhancement of urban entrepreneurial vitality, and providing empirical support for the relevant government departments to formulate differentiated entrepreneurial vitality enhancement policies in a targeted manner. All in all, the research in this paper is of great practical significance for China to release and utilize the advantages of mega-markets, break down the barriers of market segmentation, stimulate urban entrepreneurial vitality, and accelerate the construction of a new development pattern.
