公共数据要素开放与企业组织韧性

Public Data Openness and Enterprise Organizational Resilience

摘要: 作为信息时代的重要资源,高效利用数据要素是推动经济高质量发展的重要方式。本文以公共数据要素开放为研究视角,基于2011—2022年沪深A股企业面板数据,运用多期双重差分法实证检验公共数据要素开放对企业组织韧性的影响。结果发现,公共数据要素开放能够显著提升企业组织韧性,并且该结论在一系列内生性和稳健性检验后依然成立;促进企业持续创新、企业数字化转型和提高企业资源配置效率是公共数据要素开放影响企业组织韧性的重要作用机制;进一步研究发现,公共数据要素开放对于企业组织韧性的影响主要集中在提升企业调整适应能力和恢复超越能力。同时,对于技术更迭速度较慢企业、吸收能力强企业、成长期和成熟期企业,公共数据要素开放对其组织韧性的提升作用更明显。

Abstract: As pivotal resources in the information age, effectively leveraging data elements is vital for high-quality economic development. By adopting a multi-period Difference-in-Differences approach on panel data from Chinese A-share listed companies (2011—2022), this study has empirically tested the impact of public data element openness on corporate organizational resilience. The conclusion holds valid after a series of endogeneity and robustness tests, including parallel trend, placebo, and heterogeneous treatment analyses. Mechanism investigation reveals that fostering ongoing innovation, driving digital transformation, and improving resource allocation efficiency are key pathways, through which public data openness enhances organizational resilience. Further examination suggests that data openness mainly bolsters enterprises' adaptive capacity and recovery capability. The impact of public data openness on corporate organizational resilience is even more pronounced in firms exhibiting slower technological turnover, firms with higher absorptive capacity, and those in growth or maturity stages.
