东道国数据隐私保护政策与中国数字服务贸易出口——来自欧盟《通用数据保护条例》的证据

Host Country Data Privacy Protection Policies and China's Digital Services Trade Exports: Evidence from the EU General Data Protection Regulation

摘要: 本文基于欧盟国家实施《通用数据保护条例》(GDPR)这一准自然实验,采用双重差分法考察东道国数据隐私保护政策对中国数字服务贸易出口的影响。研究结果发现:GDPR的实施对中国数字服务贸易出口具有抑制效应;东道国政府的数据监管力度和消费者数据隐私保护意识具有负向调节效应,表明GDPR通过提高企业的合规成本和搜寻成本抑制数字服务贸易出口;GDPR的出口抑制作用在贸易部门层面不存在显著差异,但在东道国层面差异显著,这种消极作用在互联网普及率和收入水平较高的国家更强。上述结论从数据隐私保护的角度加深了对数字贸易制度性影响因素的理解,为中国建设数字贸易强国提供有益的启示。

Abstract: Based on the quasi-natural experiment of the implementation of the General Data Protection Regulation(GDPR) in EU countries, this paper examines the impact of the host countries' data privacy protection policies on China's digital service trade exports using the difference-in-differences method. It is found that the implementation of GDPR has a dampening effect on China's digital services trade exports. The mechanism analysis finds that the host countries' consumer data privacy protection awareness and the government's data regulation efforts have a negative moderating effect, suggesting that increasing the search and compliance costs of exporters is the key to the GDPR's suppression of digital services trade exports. Heterogeneity analysis shows that the export disincentive effect of the GDPR does not differ significantly at the trade sector level, but it is relatively significant in the host countries and this negative effect is stronger in countries with higher internet penetration rates and income levels. This study deepens the understanding of the institutional influences on digital trade from the perspective of data privacy protection, and provides insights into the high-quality development of China's foreign trade.
