竞争政策、环境规制与中国企业颠覆式绿色创新

Competition Policy, Environmental Regulation and Firms’ Disruptive Green Innovation

摘要: 为实现人与自然和谐共生的中国式现代化,中国亟须探索颠覆式绿色创新的政策赋能机制,厚植新质生产力的绿色底蕴。本文基于国际前沿的专利引用网络算法,测算中国规模以上工业企业2006—2013年间的颠覆式绿色创新水平;通过构建三重差分模型,研究发现《中华人民共和国反垄断法》实施后,位于“两控区”范围内的企业颠覆式绿色创新能力显著增强,其机制在于企业对竞争威胁和环境规制的“逃离”效应。进一步研究发现,竞争政策与环境规制叠加赋能颠覆式绿色创新的效果在靠近地级市边界的企业中更为明显,有助于环境边界问题的解决。本文为竞争政策与环境政策影响企业绿色创新的研究提供了中国的证据,为中国打好政策“组合拳”以实现创新驱动的绿色高质量发展提供了经验指引。

Abstract: To realize the Chinese modernization characterized by the harmonious coexistence of human beings and the environment, China urgently needs to explore the stimulation of disruptive green innovation. We constructed the indicators for disruptive green innovation capabilities of Chinese industrial firms based on the patent citation network algorithm. Then we developed a triple difference model and found that, after the implementation of the Anti-Monopoly Law, firms located in “Two Control Zones” demonstrated significant improvement in disruptive green innovation capabilities. The effect can be interpreted as the escape tendency from market competition and environmental regulation. Additional tests indicate that the synergistic effects are more pronounced in firms located near city administrative boundaries, which is beneficial to resolving environmental border issues. This paper provides incremental evidence for the research on how market competition affects firms' green innovation. It also enriches the research on how environmental regulation forces firms to pursue disruptive green innovation, demonstrating how to implement the policy package in realizing high-quality development driven by green innovation.
