数据跨境流动与企业跨界数字创新

Cross-border Data Flow and Cross-sector Digital Innovation of Enterprises

摘要: 数据高效便利安全跨境流动是释放数据要素经济价值、赋能企业跨界数字创新的关键支撑。本文利用2014—2023年传统行业上市公司数据,基于IncoPat数据库识别企业的数字专利信息,探究数据跨境流动对企业跨界数字创新的影响效应。研究表明,数据跨境流动能够推动企业跨界数字创新,且主要通过数据成本效应、创新生态效应与市场拓展效应三个机制实现。数据跨境流动对制度型开放程度较高、知识产权保护力度较强、地方跨境数据治理较好区域,以及非国有化、高国际化与高网络安全能力企业的跨界数字创新的推动作用更为显著。数据跨境流动对周边企业、经济距离较短与技术相似企业的跨界数字创新具有正向溢出效应,能够推动企业跨界数字核心专利创新,从而提高企业新质生产力。随着外部关税冲击与数据跨境流动风险加剧,数据跨境流动对企业跨界数字创新的促进作用逐步减弱。本文为构建数据跨境流动治理体系、推动企业数字化转型提供政策参考与实践路径。

Abstract: In the context of the globalization of the digital economy, the efficient, convenient, and secure cross-border flow of data is a key support for unlocking the economic value of data and enabling enterprises to engage in cross-sector digital innovation. This study identifies digital patent information of the listed companies in traditional industries based on the IncoPat database and explores the impact of cross-border data flow on firms' cross-industry digital innovation. The findings are as follows. First, cross-border data flow can drive enterprises to pursue cross-industry digital innovation, mainly through reducing data costs, enhancing innovation ecosystem effects, and expanding market reaches. Second, the promotion effect of cross-border data flow is more significant in regions with higher levels of institutional openness, stronger intellectual property protection, better local cross-border data governance, and in firms that are non-state-owned, highly internationalized, and have strong cyber security capabilities. Third, cross-border data flow has positive spillover effects on the cross-industry digital innovation of the neighboring firms, or firms with shorter economic distances, and firms with similar technologies. In the short term, cross-border data flow can drive traditional firms to innovate in core digital patents and improve new quality productivity. However, with external tariff shocks and increasing risks in cross-border data flow, the promoting effect of data flow on firms' cross-industry digital innovation gradually weakens. This study provides policy references and practical pathways for building a cross-border data flow governance system and promoting the digital transformation of traditional enterprises.
