数启新程:公共数据开放与企业创新增量提质

Data-Driven New Journey: Public Data Openness and Enhancement of Corporate Innovation in Quantity and Quality

摘要: 数字经济时代,公共数据开放是推动数字经济发展、赋能企业创新的重要途径。本文以中国各地区公共数据开放平台上线作为准自然实验,基于2007—2023年中国A股上市公司数据进行实证研究。研究发现,公共数据开放能够促进企业创新增量提质。究其原因,公共数据开放能够提高企业数字技术应用水平,包括提高企业数字投资、数字技术产出以及数字化水平等;同时,公共数据开放还能够优化企业创新资源配置效率,包括提高创新经费投入、创新人力投入及研发投入转化效率等。此外,高质量的公共数据开放平台更能有效激活企业的创新潜力,其创新赋能效应在竞争相对激烈产业、非数字经济行业以及拥有技术型董事会的企业中更明显。该研究结论为优化政府公共数据要素供给、赋能企业高质量创新提供了理论支撑与政策启示。

Abstract: In the era of the digital economy, public data openness is a crucial pathway to promoting digital economic development and empowering corporate innovation. The study exploits the launch of public data platforms in Chinese regions as a quasi-natural experiment and conducts an empirical analysis by using the data of A-share listed firms in China from 2007 to 2023. The results show that public data openness promotes both the quantity and quality of corporate innovation. The underlying mechanisms are that public data openness improves the application level of digital technology within firms (including increasing digital investment, digital technology output, and the overall level of digitalization) and optimizes the allocation efficiency of corporate innovation resources (including enhancing innovation funding, human capital investment, and the conversion efficiency of R&D investment). Furthermore, high-quality public data platforms are more effective in activating firms’ innovation potential. This innovation-enabling effect is more pronounced in industries with relatively intense competition, in non-digital economy sectors, and in firms with technology-oriented boards of directors. The conclusions of this study provide theoretical support and policy implications for optimizing the government's supply of public data elements and empowering high-quality corporate innovation.
