技术转移与企业关键核心技术突破

Technology Transfer and Breakthroughs in Firms' Key Core Technologies

摘要: 国内技术转移在突破关键核心技术“卡脖子”困境、推动高水平科技自立自强方面具有重要作用。基于2012—2022年公共科研机构专利转让数据,采用社会网络分析方法,构建国内技术转移网络,考察公共科研机构技术转移对企业关键核心技术突破的影响。研究表明,公共科研机构技术转移显著促进企业关键核心技术突破。机制检验表明,公共科研机构技术转移主要通过促进企业知识获取、提供资金支持和优化人力资本结构,促进企业关键核心技术突破。异质性分析发现,在企业禀赋特征方面,公共科研机构技术转移对企业关键核心技术突破的促进作用在吸收能力强、大型和国有企业中更为显著;在外部环境特征方面,当企业距离技术转移机构近、所处地区知识产权保护力度强、所处行业竞争激烈时,公共科研机构技术转移对企业关键核心技术突破的促进作用更为显著。拓展性分析表明,公共科研机构技术转移不仅在外部技术制裁背景下为企业提供了关键性支撑,而且有助于企业关键核心技术优势的培育。本研究为促进产学研深度融合、构建关键核心技术自主创新体系提供了重要参考。

Abstract: Domestic technology transfer provides support for overcoming bottlenecks in key core technologies and achieving technological self-reliance. Based on the patent assignment data of public research institutions from 2012 to 2022, this paper constructs a technology transfer network and examines the impact of technology transfer from public research institutions on breakthroughs in firms' key core technologies. Results show that the technology transfer significantly promotes breakthroughs in firms' key core technologies. Mechanism tests reveal that technology transfer primarily facilitates such breakthroughs through knowledge acquisition, financial support, and human capital optimization. Heterogeneity analysis reveals that, regarding firm characteristics, the promoting effect is stronger in firms with higher absorptive capacities, large scale, and state ownership. In terms of external environmental traits, the effect is more pronounced in firms closer to technology transfer institutions, in regions with stronger intellectual property protection, and in fiercely competitive industries. Extended analysis demonstrates that technology transfer not only provides crucial support for firms under escalating external technological sanctions but also contributes to the cultivation of firms' advantages in key core technologies. This study offers significant insights into promoting the in-depth integration of industry-academia collaboration and constructing an autonomous innovation system for key core technologies.
