数据要素集聚与人工智能产业高质量发展

Influence of Data Element Agglomeration on the Development of Artificial Intelligence Industry

摘要: 本文以国家级大数据综合试验区为例,基于2008—2022年中国281个地级市的面板数据,通过多期双重差分模型和双重机器学习模型分析数据要素集聚对人工智能产业发展的影响效应及作用机制。研究发现:数据要素集聚促进人工智能产业的技术创新和规模扩张,这一结论得到了多种稳健性检验的支持;数据要素集聚主要通过促进创新人才集聚、改善城市营商环境等渠道实现人工智能产业发展,在“胡焕庸线”东南侧、教育水平较高、工业发展水平较高的地区中影响更显著;数据要素集聚对人工智能产业发展的赋能作用随时间的推移而逐渐增强。上述结论为实现数据资源的有效利用和人工智能产业的高质量发展提供了理论依据及科学参考。

Abstract: In the era of the digital economy, data elements are the premise and foundation of the development of the artificial intelligence industry. Taking the national big data in comprehensive pilot zone as an example, based on the panel data of 281 prefecture-level cities in China from 2008 to 2022, this paper analyzes the influence effect and related mechanism of data element agglomeration on the development of the artificial intelligence industry through multi-stage difference-in-differences model and dual machine learning model. The study finds that data element aggregation can promote technological innovation and scale expansion of the artificial intelligence industry, which is supported by a variety of robustness tests. The mechanism test finds that data element agglomeration mainly realizes the development of the artificial intelligence industry by promoting the agglomeration of innovative talents and improving the urban business environment. The results of the heterogeneity test show that the impact of data element agglomeration on the artificial intelligence industry is more significant in the southeast side of Hu Huanyong Line (Heihe-Tengchong Line) and in the regions with higher education level and industrial development level. The dynamic effect test results find that the empowering effect of data element agglomeration on the development of the artificial intelligence industry will gradually increase over time. The above conclusions provide a theoretical basis and scientific reference for the effective utilization of data resources and the high-quality development of the artificial intelligence industry.
