Coordinated Development of New Quality Productivity and Fiscal Sustainability: Spatial Effects and Driving Mechanisms

摘要: 在高质量发展与国家安全统筹推进的背景下,探究新质生产力与财政可持续性的协同演进,是破解当前发展与安全双重挑战的重要课题。本研究通过构建“能力-状态-行为”三维财政分析框架,系统阐释新质生产力与财政可持续性的互动关系,并基于2011—2023年中国282个城市面板数据,综合运用耦合协调度、空间杜宾模型及门槛回归模型实证考察二者协同发展的时空演变特征、空间溢出效应及其驱动机制。研究发现,两者之间存在显著的耦合协调关系;二者的耦合协调度整体呈现波动上升趋势,且存在显著的正向空间溢出效应,但其区域不平衡问题突出;从驱动因素来看,政府干预对耦合协调度的提升效果随经济发展水平的提高呈现“J型”递增特征,而财政压力的抑制作用则随经济发展水平的提高呈现边际递减;政府干预和财政压力对耦合协调度的影响均表现出明显的异质性特征。本文为统筹发展与安全目标下优化财政政策、因地制宜培育新质生产力提供了理论依据与决策参考。

Abstract: Against the backdrop of coordinating high-quality development and national security, exploring the synergistic evolution of new quality productivity and fiscal sustainability is a critical issue for addressing the dual challenges of development and security. This study constructs a threedimensional fiscal analytical framework of “Capability-State-Behavior” to systematically explain the interactive relationship between the two. Based on panel data from 282 Chinese cities over the period from 2011 to 2023, it comprehensively employs the coupling coordination degree model, the spatial Durbin model, and the threshold regression model to empirically examine the spatiotemporal evolution characteristics, spatial spillover effects, and driving mechanisms of their coordinated development. The findings reveal that there exists a significant coupling coordination relationship between the two; their coupling coordination degree exhibits a fluctuating upward trend overall, accompanied by a notable positive spatial spillover effect, yet regional imbalance remains pronounced. In terms of driving factors, the enhancing effect of government intervention on the coordination degree presents a Jshaped increasing pattern as economic development levels rise, whereas the suppressing effect of fiscal pressure diminishes marginally with economic advancement. Both government intervention and fiscal pressure show significant heterogeneity in their impacts across regions and city types. This paper provides a theoretical foundation and decisionmaking reference for optimizing fiscal policies and fostering new quality productivity according to local conditions under the overarching goal of coordinating development and security.
