Abstract

Abstract: Based on the microscopic data of high-tech enterprises in China's industrial enterprises from 1999 to 2009, this paper makes an empirical study on the relationship between the government regulation burden and the survival probability of high-tech enterprises by using the Cox risk ratio model and binary Probit discrete model. The findingsare as follows: the impact of government regulation on the survival probability of high-tech enterprises in China shows a U-type relationship; there is an optimal level of government regulation, whichcanminimizethe enterprise's survival risk; and ifthe government regulation is too heavy or too light, it will significantly reduce the probability of survival of high-tech enterprises. The export behavior of enterprises, the nature of enterprise ownership and the scale of enterprises have a moderating effect in this relationship.Those enterpriseswith exportationandthe state-owned enterpriseswith a large scale arein a better position toreduce the burden of government regulation on the survival of high-tech enterprises.

摘要： 本文基于1999~2009年中国工业企业中高技术企业微观数据,运用Cox风险比例模型和二元Probit离散模型,实证分析政府规制负担和高技术企业生存概率之间的关系。研究结果发现,政府规制负担对我国高技术企业生存概率的影响呈倒U型关系,存在最优的政府规制水平,可将企业的生存风险降到最低,政府规制负担过重或过轻都将显著降低高技术企业的生存概率;企业的出口行为、企业所有权性质和企业规模对这种影响关系具有调节作用。企业有出口行为,企业性质为国有企业且规模越大,越能降低政府规制负担对高技术企业生存概率的影响。
