中国经济发展新旧动能转换的监测研究

Abstract: This paper defines the core characteristics and elements of the transformation from two perspectives of transformation power and transformation effect, so as to build a monitoring index system for the transformation of new and old driving force of economic development, and makes a dynamic analysis on the transformation process. Firstly, the transformation index of new and old driving force has accelerated growth, and has fallen to a certain extent in the near future during 2014~2018.Among them, the transformation power index shows a fluctuating trend of first falling, then rising and then falling back, while the transformation effect index shows a fluctuating feature. Secondly, the transformation process of the field of technology and talent is slow, and the new driving force of the capital and resource gradually break through the old. Thirdly, the structural optimization index has been steadily improved, the efficiency improvement index has been continuously improved, and the quality improvement index has fluctuated in a falling and rising manner. Finally, the transformation power of new and old driving force needs to be further accelerated, the transformation effect is in the initial stage of aggregation, which has a certain lag and a large space for improvement.

摘要: 本文从转换动力和转换成效两个视角界定新旧动能转换的核心特征和基本要素,以此构建经济发展新旧动能转换监测指标体系,并对新旧动能转换进程展开动态分析。研究结果表明,2013~2018年中国经济发展新旧动能转换指数加快增长,近期出现一定程度的回落,转换动力指数呈现先降后升继而回落的波动趋势,转换成效指数则表现为升降式特征;在转换动力中,技术和人才领域的新旧动能转换进程缓慢,资本和资源领域的新动能逐渐超越旧动能;在转换成效中,结构优化指数稳步提高,效率提高指数不断提升,而质量提升指数呈现跌升式波动;整体上,新旧动能转换动力需进一步加速发展,转换成效处于初期聚集阶段而具有一定的时滞性,其提升空间较大。
